Identification of “Project Actions” for Defining and Controlling Project Impacts

Environmental Impact Assessments (EIA) are frequently required for proposed developments (projects or policies), as part of the planning and approval process. The approach is usually reactive and predictive. In order to achieve any such assessment, it is essential to understand the exact nature of the proposed development, including the following considerations:

• Type of development;
• Actions of the developer;
• Location of development;
• Methods / techniques used by developer (or contractors) to achieve objectives;
• Material requirements of the proposed development;
• Development process life-cycle;
• Implementation schedule (phases).

The impacts arise out of the proposed “project actions” associated with the development, both in the construction phase, and in the operational processes. The objective of this article is to investigate and define the nature of development, by analysis of proposal documents for three types of projects:

• Modifications to an existing dock;
• Construction of a recreational resort; and
• Reclamation of wetland for agriculture

PROPOSAL #1: MODIFICATIONS TO EXISTING HARBOUR FACILITIES

Gallows Bay Harbour Facilities, Ste Croix, USVI

OBJECTIVE

To expand existing harbour operations, including storage and cargo handling (import / export) operations, by increasing infrastructure. Actions in the construction and operation phases will include:

• Dredging.
• Reclamation.
• Extension and diversion of flood control ditch.
• Expansion of parking facilities for container cargo.
• Increasing storage for container cargo.


CONSTRUCTION ACTIONS

Dredging: This will be done using a “clam-shell dredge”, followed by dredge-spoil handling procedures. Associated actions include:

o Removal of benthic sediment materials from harbour and approach channels;
o Handling and loading of sediment material (dredge spoil);
o Preparation of dredge spoil for reuse.


Reclamation: This will involve the reuse of the dredge spoil generated. Specific infrastructure (planned engineering structures) is required, primarily to prepare the site for placement of dredge spoil. Actions associated with reclamation include:

o Placement of steel bulkhead and other engineering structure at proposed site;
o Placement of dredge spoil material;
o Stabilization and levelling of fill material;
o Placement of concrete paving, drainage structures and building foundations;
o Cutting of “right of way” for extension of flood control drain, construction and stabilization.

Construction of Buildings and Support Facilitues: Associated actions include:

o Preparation of site building materials: sand, cement, steel and lumber;
o Placement of storage facilities and buildings.

OPERATIONAL ACTIONS

Actions associated with the new docking facilities include:

• Increased marine vessel traffic in new harbour, approach channel and adjacent marine areas;
• Loading of fuels for marine vessels and support areas;
• Handling of increased cargo (imports and exports);
• Handling of increased ship workers and passengers;
• Use of energy (electrical power) and water;
• Use of local transport and business services;
• Modified fishing and other coastal uses;
• Generation and handling of waste materials;
• Unplanned events (accidents, spills and leakages).
